Cite the software by its version, a specification by its edition, and a paper by its title and published date. None of them has a DOI yet, so cite the address. Reference managers such as Zotero read the citation tags on each paper's page.

An edition's fixed address and text do not change. Cite a rule by edition and clause identifier, for example SPEC-01P.1 IM-106.
